Monitoring & Evaluation Officer, NEXGEN Graduate Fellowship Programme

Position Summary

The M&E Officer plays a critical role in measuring the fellowship’s impact,  ensuring data-driven learning, and supporting continuous program improvement. 

Job Responsibilities

1. Develop and Implement M&E Framework 

  • Design and operationalize a comprehensive M&E framework that aligns with the  fellowship’s objectives, outcomes, and indicators. 
  • Establish data collection methods, tools, timelines, and responsible parties for each phase of  the program. 
  • Ensure alignment with donor requirements and global best practices for youth program  evaluation. 

2. Data Collection, Analysis, and Interpretation 

  • Lead the design and execution of mixed-method data collection strategies, including surveys,  interviews, focus group discussions, and observation tools. 
  • Clean, validate, and analyze both qualitative and quantitative data to assess project  performance and identify trends. 
  • Translate raw data into meaningful visualizations, summaries, and actionable  recommendations. 

3. Manage Baseline, Midline, and Endline Evaluations 

  • Coordinate baseline, midline, and endline assessments to track changes in fellows’  knowledge, skills, attitudes, and behaviors. 
  • Manage third-party evaluations if required, including developing terms of reference,  supervising consultants, and validating findings. 
  • Ensure ethical standards and participant confidentiality throughout the evaluation process.

4. Reporting and Learning 

  • Prepare monthly, quarterly, and annual reports that reflect program progress, impact, and  learning insights for internal and external stakeholders. 
  • Support adaptive learning processes by facilitating reflection sessions and sharing evidence  with program teams for decision-making. 
  • Contribute to donor reports/case studies, and communications materials if needed.

5. Disaggregated and Inclusive Data Practices 

  • Ensure that all collected data is disaggregated by key factors such as gender, age, location,  disability, and socio-economic background. 
  • Promote inclusive data practices and ensure that the voices of underrepresented groups are  meaningfully captured and reflected.
  • Monitor intersectional impacts to guide equity-based program improvements.

Qualifications & Experience

  • Master’s degree in Development Studies, Statistics, Social Sciences, or related fields.
  • 2-3 years of experience in M&E in youth or education programs. 
  • Familiarity with MEAL strategy, development of digital data collection and analysis tools.

Skills & Competencies

  • Strong analytical and reporting skills. 
  • Proficiency in tools like SPSS, Power BI, Kobo Toolbox, or similar. 
  • Attention to detail and commitment to data quality and ethics. 
  • Collaborative mindset and ability to translate data into actionable insights.
