Monitoring & Evaluation (M&E) Officer, AHEAD Bangladesh

Position Summary

The M&E Officer will implement the monitoring and evaluation framework to track project progress and outcomes, aligning with the project documents. Reporting to the Project Manager, this role involves collecting and analysing data, preparing reports, and providing recommendations for improvement. The M&E Officer will collaborate with project staff, community members, and stakeholders to assess the effectiveness of activities and ensure continuous learning and adaptation throughout the project. Given the focus on civic education and youth engagement, the M&E Officer will ensure that data gathered reflects the impact on community awareness, rights, and responsibilities.

Job Responsibilities

M&E System Development and Implementation:

  • Develop and implement robust M&E systems to track project progress against defined objectives and ensure high-quality data collection throughout the project lifecycle.
  • Ensure that data collection systems are designed to capture both quantitative and qualitative data aligned with project goals, including those related to civic education, community engagement, and youth empowerment.

Data Collection, Monitoring, and Reporting:

  • Conduct regular field visits to gather data, assess progress, and identify gaps in the project’s implementation.
  • Provide accurate and timely feedback based on M&E findings, ensuring that data is collected efficiently and reflects the intended project outcomes.
  • Prepare and submit detailed progress reports, activity summaries, and data analysis to internal and external stakeholders, ensuring transparency and providing evidence of the project’s impact.
  • Conduct both regular and ad-hoc evaluations to assess the effectiveness and impact of project activities, using qualitative and quantitative methods.

Evaluations and Impact Assessment:

  • Conduct evaluations on the effectiveness of training sessions, community action projects (CAPs), and other key activities, ensuring alignment with project objectives.
  • Use data to assess the impact of the project on community awareness, rights, responsibilities, and overall engagement.
  • Analyze trends, measure project outcomes, and identify areas for improvement or corrective actions.

Collaboration and Continuous Learning:

  • Provide actionable feedback to project staff and partners based on M&E findings, supporting them in adjusting project activities when necessary to improve outcomes.
  • Collaborate with project staff and stakeholders to facilitate continuous learning, ensuring that lessons learned from data are integrated into project activities and strategies.
  • Foster a culture of learning within the project, where findings are used to enhance delivery and ensure that activities are adapted based on real-time data.

Capacity Building:

  • Train project staff, partners, and community volunteers in M&E methodologies and tools to ensure consistent and effective data collection practices.
  • Ensure that all stakeholders are equipped with the necessary tools to understand and implement M&E practices in the field.

Compliance and Accountability:

  • Ensure that project activities comply with donor requirements and internal standards for accountability, transparency, and data integrity.
  • Support the project team in maintaining transparency with stakeholders by providing regular updates on progress and performance.

Safeguarding:

  • Uphold and promote the organization’s safeguarding policies to ensure the safety, dignity, and well-being of all children, young people, and vulnerable adults engaged in our activities.
  • Immediately report any concerns, suspicions, or incidents of safeguarding breaches in line with the organization’s reporting procedures.
  • Maintain professional boundaries and conduct that fosters a safe and respectful environment for all beneficiaries, colleagues, and stakeholders.

Qualification

Education:

  • Master’s degree in Statistics, Development Studies, Social Studies, or related fields.

Experience: 

  • At least 3-5 years of experience in M&E within international development, particularly in education, governance, or civic engagement.
  • Prior experience in managing EU or USAID funded projects will be prioritised.
  • Working experience in projects related to civic education, awareness raising trainings and campaigns will be counted.

Skills and other competencies:

  • Strong knowledge of M&E tools and methodologies.
  • Proficiency in data analysis software (e.g., SPSS, STATA, Power bi).
  • Excellent analysis and report writing skills.
  • Ability to interpret data and provide actionable recommendations.
  • Strong attention to detail and commitment to data integrity.
